Russians using vacuum bombs

Russia is using their vacuum bombs. Supposedly this is them targeting Ukrainian forces but I can't exactly see any actually being hit (hope none were). Technically it's only considered a war crime if these are used on civilians. They are a brutal weapon and here, I really wonder if the point was to destroy the land. Russia is doing all they can to steal Ukrainian grain and working to destroy Ukrainian fields to halt food production
